Job Description

The Human Resource Manager is responsible for driving strategic initiatives that balance fiscal goals and objectives with the advancement of employee relations, for the betterment of our employee’s lives.  This includes, but is not limited to, developing talent recruiting and retention strategies, compensation and benefits, company events and activities, employee recognition programs, implementing and enforcing safety practices, etc.  In addition, the Human Resource Manager is responsible for various tactical matters which include, but is not limited to, developing, promoting and enforcing company policy and procedure, full scope of payroll processing and management, federal and statutory compliance and reporting, unemployment, workers comp, etc.  This role currently spans 2 legal entities with a combined headcount of 100-150 employees. 

This position requires creativity and enthusiasm, excellent written and verbal communication skills, strong relationship building and interpersonal skills, as well as advanced computer software knowledge and use.  This position demands self-motivation, attention to detail and follow through. 


Roles and Responsibilities:

  • Handling and oversight of all aspects of onboarding new hires and rehires
  • Processes all aspects of an end-to-end payroll on a weekly and bi-weekly basis, using ADPs WFN platform (new hires, rehires, layoffs, terminations, mobile time and attendance app, job costing, wage and hour changes, taxation, benefit deductions, 401k contributions, incentive payouts, imputed fringe benefits, reimbursements, auto allowances, telephone stipends, gross-ups, advances, loans, per-diems, mileage, 401k loans, child support, levies, garnishments, etc.)
  • Develops ad-hoc payroll reporting on ADPs WFN platform to support internal and external reporting requirements
  • Manages all employee benefits (i.e. Health Insurance, Dental, Vision, STD, LTD, AD&D, Life Insurance, all Supplemental Lines of Coverage and 401k)
  • Oversees and directs annual benefit renewal process to include strategy surrounding carrier selection, benefit offerings, employer contribution levels, etc.
  • Oversees and directs annual fit-testing requirement for OSHA compliance
  • Manages and maintains PTO policies and procedures to ensure timely and accurate balances and liability reporting
  • Updates and maintains employee files
  • Ensures compliance with federal and statutory guidelines regarding corporate policy, taxation, reporting, safety, etc.
  • Manages and oversees all aspects of a workers compensation claim, from FROI through working with various 3rd parties to bring them to closure
  • Manages and updates OSHA Logs to maintain compliance
  • Develops, implements, communicates and enforces company safety policies and best practices 
  • Oversees company’s Safety Committee
  • Quarterly newsletter development and distribution
  • Develops talent recruiting and retention strategies in support of staffing needs
  • Performs market analysis to develop and support compensation strategies and benefit offerings
  • Develops and maintains employee recognition programs
  • Coordinates company events and activities
  • Member of the 401k Investment Committee; manages and updates 401(K) deferrals and loans; annual census accuracy and Form 5500 reporting
  • Responsible for all aspects of ACA reporting and compliance
  • Leads all disciplinary investigations, meetings and terminations in compliance with company policy; performs exit interviews
  • Updates Employee Handbook on an annual basis
  • Manages all Unemployment claims in conjunction with TPA (PeopleSystems) and participates in all appeals hearings
  • Assesses annual Unemployment Comp buy down opportunity
  • Responsible for management and oversight of all company fleet
  • Other duties as may be assigned

  • Education and/or Experience – Bachelors Degree in Human Resources, or related field from two-year College or technical school; or five years related experience and/or training; or equivalent combination of education and experience.
  • Language and Writing Skills.
  • Computer Skills - To perform this job successfully, an individual should have strong knowledge of software used by the company including the internet and Microsoft Office Outlook, PowerPoint, Excel, Power Point Presentation, Word, as well as video editing capabilities.
