Hospital operations executive role leading a successful and thriving rural health medical center. Work and partner closely with the Board of Directors and community to ensure continued organizational success, communicate key initiatives and priorities, identify new and innovative opportunities, while carrying out the mission and values of the organization and community.
The primary function of the position is to strategically guide the organization's commonly shared goals. The Chief Executive Officer (CEO) will plan, direct and coordinate medicine and health services in the hospital. This is accomplished by efforts to plan, organize, direct, monitor, and coordinate the strategic, operational, and functional activities of the organization.

Specific KPI’s Critical to the Success of the Position:
  • Responsible for making certain the Medical Center is operating efficiently and providing adequate medical treatment to patients.
  • Manage the financial budget and rates for health services.
  • Ensure the facility adheres to a set of established procedures that comply with federal and state regulations.
  • Direct, supervise, and evaluate work activities of medical, nursing, technical, clerical, service, maintenance, and other staff.
  • Plan, implement, and administer programs and services including human resource administration, training, and coordinating of medical, nursing, and physical plant staff.
  • Establish objectives and evaluative or operational criteria for managed departments.
 Reporting Relationships:
The CEO derives authority from and is directly responsible to the Board of Directors. The CEO will work with both the Board and Management Team to direct the strategic course and management of the Medical Center.
The Directors of Dietary, Plant Operations, Business Office, Health Information Management, Medical Staff, Director of Patient Care Services, Business and Employee Relations and Community Relations Coordinator reports directly to the CEO. 

Roles & Responsibilities:

 
1) Strategic Management
  • Direct efforts with the Board of Directors and department managers to lead the strategic course of the medical center.
  • Conducts and administers fiscal operations including accounting, planning budgets, authorizing expenditures, establishing rates for services, and coordinating financial reporting. Reviews and analyzes facility activities and data to aid planning and cash and risk management and to improve service utilization.
  • Maintains communication among governing boards, medical staff, and department heads by attending board meetings and coordinating interdepartmental functioning.
  • Directs or conducts recruitment, hiring, and training of staff. Establishes work schedules and assignments for staff according to workload, space, and equipment availability.
  • Maintains awareness of advances in medicine, computerized diagnostic and treatment equipment, data processing technology, government regulations, health insurance changes, and financing options.
  • Monitors the use of diagnostic services, inpatient beds, facilities, and staff to ensure the effective use of resources and assesses the need for additional staff, equipment, and services.
  • Manages changes in integrated healthcare delivery systems such as work restructuring, technological innovations, and shifts in the focus of care. Develops and maintains computerized record management systems to store and process data such as staff activities and information, and to produce reports.
  • Inspects facilities and recommends building or equipment modifications to ensure emergency readiness and compliance with access safety and sanitation regulations.
  • Consults with medical, business, and community groups to discuss service problems, responds to community needs, enhance public relations, coordinate activities and plans, and promote health programs.
  • Lead research efforts and stay abreast of developments in healthcare to determine alternative approaches to healthcare delivery systems.
  • Keep abreast of trends in the healthcare industry and medical group management by active participation in the industry and relationships with industry peers. Monitors change in the field to ensure the organization maintains a market-competitive position.
  • Stays up to date with new healthcare laws and regulations, as well as medical and technological advances.
 
2) Operations Management
  • Lead strategic planning efforts to develop long and short-term plans for the healthcare system with the Board of Directors, management, and physicians.
  • Coordinates the work of department managers to execute the goals and objectives of each department to accomplish annual business objectives.
  • Evaluates departmental performance to identify ways to improve operational performance. Makes recommendations for improvement and monitors the implementation and results of those suggestions.
  • Guide efforts in facility planning, including patient data, and scheduling. Oversees patient flow, patient file management, utilization statistics, and space planning and use.
 
3) Board Involvement
  • Responsible for carrying out plans and policies of the Board of Directors
  • Provides feedback to the Board and/or Chair on significant problems, medical and non-medical, facing the organization.
  • Informs the Board on trends in the medical industry. Develops and recommends ideas to enhance the long-range viability of the Medical Center.
  • Assures compliance with physician agreements and contracts. Reviews and updates as needed.
  • Coordinates, where needed, relying upon, and facilitating facility information to representatives (council liaison, city manager, and mayor) from the community.
 
4) Human Resources Management
  • Sets the cultural tone of the organization by creating a vision and mission for the employees and those of affiliated with the Medical Center.
  • Oversees overall staff organization, assignments, and determines reporting relationships.
  • Provides leadership to department managers responsible for the overall systems guiding human resources management, including recruitment, performance management, compensation, organization development, training, information systems, policies, and procedures.
 
5) Financial Management
  • Along with the Board of Directors, responsible for the overall financial success of the organization
  • Oversees the preparation of an annual budget for submission to the Board for approval.
  • Assures the reporting of operational and financial performance to the Board, administrative, and management staff through monthly reports. Recommends action as necessary.
  • Provides leadership to the department manager responsible for the financial performance of the health system, patient and payer reimbursement patterns, cash flow, and external relations.
 
6) Marketing
  • Develop and monitor a marketing plan for the health care system.
  • Develops and maintains effective public relations and marketing programs, including a visible role in community leadership.
  • Provides leadership to patient satisfaction system.
 
7) Physical Plant and Other Investments
  • Ensures that major investments of the system are maximized, such as physical plant and investments.
  • Plans, proposes, and supervises construction or remodeling of facilities as required.
  • Reports on the status of investment planning and performance of pension, profit sharing, and other investments
 
8) External Relationships
  • Investigates, analyzes, prepares, and negotiates relationships with hospitals, physicians, payers, and other healthcare organizations.
  • Leads efforts in key external relations such as banking, legal, accounting, and major vendors, and suppliers.
  • Is aware of and involved in working with state and federal legislators as to the policy and subsequent implications of such policies upon the organization and other MN hospitals.
  • Responsible for contracts with outside vendors.
 
9) Non-essential Functions:
  • May be requested to serve on the Safety Committee, Continuous Quality Improvement team, Decontamination, Emergency Preparedness, and/or another committee or project as requested by the Administrator and/or administration. 
  • Other duties as assigned.

Required Skills and Experience:
  • 5-10 years of hospital executive operations experience
  • Bachelor’s degree in Healthcare and/or Business Administration
  • Excellent organizational and time management skills
  • Ability to supervise and mentor Leadership Team members.
  • Demonstrated understanding of healthcare procedures, regulations, reimbursement, and environment.

Preferred Qualifications:             
  • Master’s Degree in Healthcare and/or Business Administration
  • Previous Experience in Rural Healthcare
  • Experience with capital improvement projects
  • Experience within an independent, municipal owned hospital
