Contract-To-Hire Program Manager

We’re partnering with a fast-growing, product-driven organization to add a Program Manager who can bring structure to complexity without slowing things down. This role sits at the center of high-impact, cross-functional initiatives spanning integrations, analytics, and product development. We’re looking for someone who can step into ambiguity, ask the right questions, drive accountability, and build repeatable program discipline in a way that actually works in a scale-up environment. If you’ve led large, SaaS-based initiatives, know how to balance big-picture program thinking with hands-on execution, and can influence teams without heavy process, this is a chance to have real impact.

The Program Manager will operate at the intersection of business and technology, leading large-scale, cross-functional initiatives from planning through execution. This individual will bring structure to ambiguity, define workstreams and dependencies, and introduce “just enough” governance to improve outcomes without slowing teams down.

This role requires a balance of strategic program leadership and hands-on project execution, along with the ability to influence stakeholders and drive accountability in a fast-paced, evolving environment.

Hybrid Role: 3 days a week onsite in Bloomington, MN

Hourly Rate: $50-55/hr DOE

Role & Responsibilities:

  • Lead end-to-end delivery of complex, cross-functional programs across product and engineering teams
  • Define and manage program workstreams, timelines, dependencies, and risks
  • Establish scalable, repeatable program management practices and playbooks
  • Introduce appropriate governance, intake processes, and prioritization frameworks
  • Drive accountability across teams to ensure progress, follow-through, and execution discipline
  • Partner with technical and business stakeholders to translate objectives into actionable plans
  • Facilitate alignment across teams while maintaining momentum in a fast-paced environment
  • Participate in client-facing discussions as needed, representing program status and progress
  • Identify gaps in current processes and implement improvements to enhance delivery maturity
  • Balance program-level oversight with occasional hands-on project management responsibilities
  • Brings clarity and structure to ambiguous, loosely defined initiatives
  • Enables smoother execution across teams by proactively managing dependencies and risks
  • Implements lightweight, effective program governance that enhances—not hinders—delivery speed
  • Establishes repeatable processes that scale with the organization
  • Builds trust with stakeholders through consistent follow-through and communication

Required Skills & Experience:

  •  7+ years of experience in program and/or project management within technology environments
  • Proven experience leading cross-functional, enterprise-scale initiatives
  • Strong background in SaaS-based organizations
  • Experience working within cloud or services-based architectures
  • Demonstrated ability to build and scale program management processes from the ground up
  • Strong stakeholder management skills with the ability to influence without authority
  • Comfortable operating in high-growth, scale-up, or startup-like environments
  • Naturally curious and proactive; able to quickly build situational understanding of products and systems
  • Skilled at bridging business objectives with technical execution
  • Calm, steady presence with a gently persistent approach to driving progress
  • Resilient under pressure and adaptable to changing priorities
  • Self-directed and comfortable working with minimal structure
